This is a Northern Watersnake (Nerodia sipedon).
Appearance: It has a thick, heavy body with dark blotches or bands across its back, usually over a brown, gray, or reddish-brown background color. Because of its dark coloring and pattern, people often mistakenly confuse it with the venomous Cottonmouth (Water Moccasin), but the Northern Watersnake is non-venomous and harmless to humans, though it will bite if cornered or handled.
Habitat (Where it likes to live)
Aquatic Environments: As the name suggests, it is a semi-aquatic snake. It is almost always found near fresh water.
Specific Locations: They love to live around the edges of lakes, ponds, rivers, streams, marshes, and swamps.
Basking Spots: You will frequently see them basking in the sun on logs, rocks, or wooden structures near the water (just like the wooden steps/deck in the photo). They do this to warm up their bodies.

This snake looks similar to a (Banded Krait) or a closely related black-and-white banded snake species. Kraits are known for their shiny black bodies with white bands around them. Many species of kraits are highly venomous.

Farmland and rural areas
It often hides:

Inside holes in the ground
Under fallen leaves or wood
It is mostly active at night.
