Acting Comptroller Kelly Hancock just dismantled a program that for decades gave small businesses owned by women, minorities, and veterans a fighting chance to compete for state contracts. The HUB program didn't hand out contracts or create quotas. It simply ensured these businesses knew when opportunities existed so they could compete on merit alongside larger corporations. Now 16,000 certified businesses have lost their certifications under emergency rules that took effect immediately, and as the Houston Chronicle reported, several certified HUB owners said they haven't been notified about the program change or received guidance on how to proceed with ongoing contract bidding.
