The Desert Art Festival finds a new home - KESQ

A long running Palm Springs art festival held on different weekends throughout the year at Frances Stevens Park in Palm Springs has a new home at The River in Rancho Mirage. The City of Rancho Mirage approved permits on Friday for March 7-8 weekend. After the City of Palm Springs denied the festival...

Desert Art Festivals Threatened with Cancelation

The Desert Art Festivals in Palm Springs has a long successful history. Beginning prior to 1983, the art shows in Palm Springs were small lovely community events produced by three different art organizations. Over time things changed, one of the producers passed away, one moved and the third producer, West Coast Artists, is still producing the festivals.

In 1927, Prescott Stevens donated the parcel of land to the City of Palm Springs with the understanding that it remains a school, as his beloved wife Frances Stevens was dedicated to education.

Presently there are two educational non-profit organizations residing at the “Frances Stevens Fine Art Academy” also known as Frances Stevens Park. The Desert Art Center provides classes in painting, drawing and other art-related mediums to the local community and their members can display their work in the Desert Art Center Gallery. The Palm Canyon Theater allow youngsters of any age to perfect their performance skills at their year-round stage performances.

Early on, the City of Palm Springs set aside six permits per year for art-related events at Frances Stevens Park. The permits are intended to benefit the two non-profit organizations that reside at the park.

In 1987, West Coast Artists began producing not just two of the events per year, but gradually took over all six of the permits and began producing the annual series of Desert Art Festivals. These free community events have been a cherished highlight for local and visiting patrons for more than 30 years.

The Desert Art Festivals have become an Institution in Palm Springs. The festivals are part of the arts history of this quaint world-famous town. Patrons that have attended these events since they were children and are now adults, call in advance to get the dates so that they can plan their holiday around attending. The local community enjoy the stroll to the park from their residences to attend and visit with artists they have formed relationships with over the years.

The process in which the City deals with Permits has recently left little to be desired. Permits are accepted by the City up to two years in advance. West Coast Artists has applied for these Permits at least one year in advance since 1987. This year however, the City did not Approve the Permits in the timely manner as in past years. This year they did not deliver the signed permits for the January and February events and they waited until just three weeks prior to the March events to deny the Permits.

They say the reason for denying the Permits is that the event has outgrown the venue. The venue can reasonably accommodate up to 150 artists, however for the past 10 years, the event has been limited to just 70 artists. Limiting the number of artists to 70 is due to the footprint of the Park. The booths have been limited to just the section of park at E. Alejo Road between N. Palm Canyon Drive and N. Indian Canyon Drive. This layout meets the artists approval. The sections of grass behind the Theater and the Desert Art Center are left open. The art exhibit itself has open spaces to sit and relax, with enough space in the isles for Patrons comfort.

Downtown Palm Springs has limited parking for visitors and parking on weekends has been an issue for many years. There is no exception now. Downtown Palm Springs still lacks adequate parking. To remedy this issue, West Coast Artists has contracted with the owner of four acres of open space directly across the street from Frances Stevens Park for patron and artists’ parking.

The Desert Art Festivals on March 7 – 8, 2020 and March 21 – 22, 2020 promise to please the local community and visitors alike as they have for the past 30 years. The festivals are ready to be set up in Frances Stevens Park. The artists have been confirmed, the contracts are all in place, but there is no permit.

What will happen with the six permits issued each year for the events at Frances Stevens Park? What will happen to the Desert Art Festival? It can move to another local City such as Rancho Mirage, Palm Desert or Indian Wells, but Palm Springs will be left without its own Festivals. How will the Desert Art Center and Palm Canyon Theater benefit?

Fun Facts:
