Keith Muhakanizi dies at 64 after battling cancer for years

Muhakanizi, who until his death was the last man standing in an elite league of the late Chris Kassami and late Bank of Uganda Governor Emmanuel Tumusiime Mutebile, spent decades at the Ministry of Finance since graduation from Makerere University.
Keith Muhakanizi, one of the longest-serving technocrats in President Museveni’s government, died last evening at the age of 64.
The Permanent Secretary in the Office of the Prime Minister and former Secretary to Treasury, died in a Milan hospital after battling cancer for years.

Muhakanizi, who until his death was the last man standing in an elite league of the late Chris Kassami and late Bank of Uganda Governor Emmanuel Tumusiime Mutebile, spent decades at the Ministry of Finance since graduation from Makerere University.
In July 2021, President Museveni sent Muhakanizi to Office of the Prime Minister (OPM) as Permanent Secretary.

Security kills notorious warrior in Kotido

Maj Oware said security forces have for a while been trailing Lopusi after he was enlisted in Panyangara Anti Stock Theft Unit (ASTU) detach attack last year.
Joint security forces, the Police and Uganda People's Defense Forces (UPDF) on Thursday killed one of Karamoja's notorious warriors during an operation in Loputuk village, Odera Parish, Panyangara Sub County in Kotido District.
Maj Isaac Oware, the spokesperson of the third division, identified the deceased warrior as Tom Lopusi.
Maj Oware said security forces have for a while been trailing Lopusi after he was enlisted in Panyangara Anti Stock Theft Unit (ASTU) detach attack last year.
Mr Oware added that during the attack that the deceased warrior held in Panyangara, the UPDF lost an officer as he got out of his uniport to respond to gun fire that had wrecked the detach by Karimojong Jie warriors.
"A prison gun UG_ PRI 56 3689710-02102 with 18 rounds of live ammunition was recovered which was among the guns taken during the Moroto prison break incident in 2020," Maj Oware said.
In September 2020, 224 inmates escaped from Moroto Prison after overpowering warders and accessing the armory, where they made off with 15 guns and 480 bullets.
Mr Oware said the deceased warrior, suspected to be in his early thirties masterminded attacks on Panyangara and Lokomebu detaches and distabilised areas of Rikitae, including raids outside Kotido District.
His body has been taken to Kotido Health centre IV for Postmortem.
Mr Oware said, “We congratulate the security forces for the tactical efforts made so far and their commitment to degrade armed criminal elements and pacify Karamoja sub region.”

A taskforce committee says by the end of this month, they would have resolved the challenges of land titles.

Busoga University, which was closed six years ago, will reopen in August, according to the taskforce management committee which was appointed last June to oversee its establishment.

Kyagulanyi pleads for Nattabi to be allowed back into MAK guild
race

National Unity Platform president Robert Kyagulanyi has pleaded for the reinstatement of its candidate Margaret Nattabi in the Makerere university guild race.

Nattabi and independent candidate Sulaiman Namwoza were disqualified from the race after they are accused of holding an illegal electoral debate in Mitchell Hall on Wednesday night. The debate is said to have become violent.

A student from the college of Natural Sciences, Robert Sserunjogi, is said to have been beaten into coma by unknown students at Mitchell Hall on Wednesday night before he was admitted at the university hospital.

The university vice chancellor, Barnabas Nawangwe suspended Isaac Byaruhanga, a student of Medicine and Surgery and his colleague Arnold Muganga, a student of Arts, Drama and Music as well as Xavier Dhubanji, the custodian of Mitchell Hall.

In the April 6 letter, Prof Nawangwe accused the two students of being behind the April 5 chaotic guild presidential debate which is allegedly contrary to the university rules and regulations.

The two candidates were disqualified by the Makerere University Electoral Commission.

In a statement, Kyagulanyi, alias Bobi Wine, asked the university leadership to allow NUP candidate to participate in the guild elections.

Remembering toddler lost to freak accident

Upon his birth, everyone in the Onyait household was overjoyed. Vince’s big sister—Annatalia—was like a second mum to him. It didn’t matter that a handful of years separated the two.
Everyday seemed like a blessing with Baby Vince. During the barely two years he lived, Vince gave love and received it in equal measure.
When he was killed in a freak accident after a shuttle van dropped his sister from school, there were truly more questions than answers. Plus a lot of pain.
Born on June 2, 2021, Vince Magoola Kalyebi was Collins Michael Onyait and Vivian Nakiyemba’s second child.
Grieving the loss of a child is heartrending by all accounts. Collins and Vivian expected their son to outlive them; yet now they have to rebuild their lives without Baby Vince after recently laying him to rest.
Gone too soon
Upon his birth, everyone in the Onyait household was overjoyed. Vince’s big sister—Annatalia—was like a second mum to him. It didn’t matter that a handful of years separated the two.
“Every day with him seemed like a blessing,” Vince’s father told Sunday Monitor, adding that his deceased son was full of life and had expressed this many times.
A jolly child, his father’s fondest memories of him draw back during the 2022 Fifa World Cup games that they watched together at home. Vince loved football a lot. A day before he lost his life to a freak accident, Baby Vince played football with his father in their backyard.
At the time of his death, Baby Vince was set to start school in baby class at Great Mama Nursery and Daycare. He was only delayed by the late delivery of his school uniform.
Bond with grand parent
Baby Vince was named Magoola Kalyebi after his grandfather. Kalyebi Senior, a revenue administration and policy consultant, says he utterly adored Vince.
“Vince was my first son, Collins’ second child and only son. Although I have many grandchildren, he was one of the four of my biological grandchildren who is a boy. I looked at him as my hero,” Mr Kalyebi told Sunday Monitor.
Magoola Kalyebi Sr, with whom they spent most weekends, explains that Vince was particular with people.
“With elders, he always asked for the specific things he wanted. And with his fellows, it was only games and play,” he recalls.
Vince was not your average crybaby. Kalyebi Sr says if his grandson shed a tear, it meant unfair treatment.
Big dreams quashed
Vince’s family had big dreams for him. His father, an engineer, says—whilst he would have loved his son to join him in the world of sciences—his keen interest in football hinted at a career perhaps being carved out on a football pitch. The plan was to have Vince strike a balance between education and sport.
As a grandfather, Mr Kalyebi saw his grandson as his younger self. Apart from seeing him study, becoming another elite in their family and acquiring a social status in future, Mr Kalyebi wanted Vince to take up roles in their extended family back in Butebo as well as expanding their family.
“For us we are now old, some have left this world already. I very much loved to see my grandson expand our family. He was the new generation. In him, we saw our future generations,” Mr Kalyebi revealed.
The fateful day
At around 1pm on March 27, a shuttle van that had returned Vince’s elder sister from school knocked him dead outside their home gate in Nsawo Zone in Namugongo.
According to the area chairperson, Mr Michael Ssendikadiwa Ssendawula, when the shuttle van arrived, the driver hooted and the maid came to open the gate.
“The maid had left baby Vince inside the house. He would later move out and follow her to the gate without both the maid and the driver seeing him,’’ Mr Ssendawula said, adding that Vince walked up to under the van.
After Vince’s elder sister alighted from the van, the driver drove off. In the process, the driver knocked Vince. He died on the spot.
At the time, both parents were away at their workplaces. The neighbours took charge until parents were alerted and came to follow up.
Coping with loss
Since his passing, the world still seems to be so still and silent for the Onyait household.
Barely four years, Vince’s elder sister—Annatalia—is still frightened. She has since failed to enter their house after her brother’s body was brought for vigil.
Special care and watch have been set up for Vince’s mother as she tries to come to terms with the loss of her son. She was too distraught to share the fondest memories of her late son in this tribute.
Mr Kalyebi told Sunday Monitor that since the young couple could not return to their home, he hosted it at his house. Perhaps it helps that Mzei Kalyebi’s abode is also located in Nsawo Village, Namugongo.
“At my place, my daughter-in-law still seemed very shocked with no signs of recovery from the tragedy. She needed special care and we opted that she goes to her parents for further care and solace,” he explained.
Collins says while police intervened and moved to conduct further investigations into the circumstances that led to the death of their son, the driver of the shuttle van took full responsibility.
He further revealed that after burial, they closed the case after jointly understanding that the tragedy was a freak accident.
Baby Vince was buried on March 28, a day after his sudden death. His final resting place is in Nasenyi Village, Kabwangasi, Butebo District. He is survived by his parents and sister.

Cargo scanner breakdown paralyses trade at Katuna

Trucks exporting goods to Rwanda were not affected as they are not required to be scanned at Katuna. Twenty cargo trucks entering Uganda were, however, affected. This forced customs officials to manually verify cargo that was offloaded.
Clearing agents at Katuna border in Kabale District want a resident engineer to offer timely repair and maintenance services of the cargo scanner stationed at the Uganda-Rwanda border.
The demand comes after several trucks crossing from Rwanda to Uganda were stranded at Katuna border this past week after the cargo scanner was plagued by technical glitches.
“In the last three weeks, it experienced the same and clearing agents were stuck with cargo trucks,” Mr Stephen Kiwanuka, the vice chairperson of Katuna Clearing Agents Association, said on Friday.
Trucks exporting goods to Rwanda were not affected as they are not required to be scanned at Katuna. Twenty cargo trucks entering Uganda were, however, affected. This forced customs officials to manually verify cargo that was offloaded.
“Because of the urgency, some cargo trucks under the transit goods arrangements have been given e-seals and allowed to proceed to their destinations,” Mr Kiwanuka revealed, adding that “trucks under the home consumption category have not been allowed” since “offloading and loading after manual verification is not only expensive but tiresome.”
However, Mr Stephen Ojambo, the officer-in-charge of Uganda Revenue Authority supervision services in western region, rubbished claims that the cargo scanner at Katuna border was malfunctioning.
“For the last few days we have been doing system upgrades on our cargo scanner and by Friday morning, we were almost done with the tests,” he revealed, adding, “As we waited for the cargo scanner to stabilise, some cargo trucks were issued with e-seals to proceed to their planned destination.”
He proceeded to note that the inconvenience notwithstanding, a “system upgrade of this machine was very important” to guarantee optimal performance.
Some of the goods imported from Rwanda to Uganda include hides and skins, scrap metal, coffee, and black tea. Elsewhere, exports to Rwanda through the Katuna border are dominated by manufactured goods and agricultural produce.
