BILL WOULD INCREASE TRINIDAD’S MUNICIPAL CORPORATIONS FROM 14 TO 17, CREATING THREE NEW BOROUGHS

The Municipal Corporations (Amendment) Bill, 2026 proposes increasing Trinidad’s municipal corporations from 14 to 17 by establishing new boroughs for Barataria, Couva and St Augustine.

Chaguanas would become a city, while Sangre Grande would move from a regional corporation to a borough. These two changes would alter the status of existing corporations.

The boundaries of several existing corporations would also change. Tunapuna/Piarco would be renamed Tunapuna, while Couva/Tabaquite/Talparo would become Tabaquite/Talparo.

Barataria would have five electoral districts, with six each for Couva and St Augustine. San Fernando would have 11 and Arima 10. Each city and borough would have four aldermen.

Beyond the geographic changes, the bill proposes resolving tied mayoral votes in favour of the candidate supported by the party receiving the most votes across the municipality.

Parties would also be allowed to revise their aldermen lists after appointments. Resignation from or expulsion by a party would become grounds for declaring the office of a councillor or alderman elected or appointed through that party vacant.

The legislation would take effect on a date fixed by presidential proclamation. The Elections and Boundaries Commission would then be required to submit an electoral-boundary report within 90 days.
