Former Supreme Court Associate Justice Adolf Azcuna is proposing the adoption of a “Writ of Quitam,” a legal mechanism that would allow private citizens to sue public officials over alleged ill-gotten wealth and receive a percentage of recovered assets as incentive:
"I am deeply concerned that recent happenings threaten the very fabric and existence of our nation. I am thinking of a national citizens’ summit to fight system corruption and ensure good governance. This can be convened by civil society groups, business leaders, Church organizations. A similar National Summit was convened by the Supreme Court in 2007 that brought together diverse sectors of our society including representatives from Congress, the military, the rebel groups, business sector, religious organizations. It discussed the problem of extralegal killings. The Summit proposed adoption of a protective constitutional writ and the Philippine Amparo was born. Perhaps now we can find a way to allow private citizens to sue public officials for ill-gotten wealth (after giving the DOJ sixty days to do so) with a 10 to 15 per cent share in the recovery as incentive. This is known as the Writ of Quitam. It is known and done in the USA under the Federal False Claims Act."@
