President Duterte:
1. Policy on sending health workers overseas will be tackled this week. Please do not misunderstand me. I do not want you to go there and come back in a coffin. Mahal ko ang buhay ng kababayan ko.
2. We cannot forever be like this. We will just have to pound on our brain. Maghanap tayo ng paraan. Importante, whether or not if there is a medicine for COVID, wear masks.
3. The Armed Forces must come in to help the PNP to help protect the people. Help prevent the spread of COVID any further.
4. Sa Zamboanga, Cagayan, ngayon lang pumutok. The mayors took the warning nonchalant. Ngayon pumutok na.
5. There are still thousands of Filipinos returning to our country. Ang problem, itong mga Pilipino pabalik, ayaw tanggapin ng mga local governments. Some workers are not welcomed, simply not being accepted by the local governments. This is a constitutional issue.
6. To the local governments, it is your duty to help and protect your constituents. I have no quarrel. You want the contagion to stop at your doorstep. But they are citizens of our country. They have their constitutional right to come home after working abroad. We have to study this. Gather them in a place rather than leave them stranded.
7. Mga kababayan ko, maghahanap ako ng paraan para matulungan kayo. If Secretary Duque clears them, virus free, we have to make the arrangements na makauwi ang OFW. Everyone must be tested, make sure he or she is not a threat to the community.
8. The National Government will insist to the local governments that you accept the OFWs. It falls upon my shoulders to see to it that everything is done fair.

10. All OFWs will be swab tested right away. With certification from the Bureau of Quarantine. They can go home right away.
11. We will swab 23,000 OFWs who are here now.
President Duterte:
12. This government will be guided by what Secretary Duque will tell us to do. I listen to all sides. But it is the Secretary of Health who decides. His word is the law.
13. As of today, 9,485 positive cases. What is significant is the recovery rate, 1,315. That is a good number compared to the deaths, 623.
14. Sabi nila, etong Corona na putres na ito, is having a hard time surviving sa temperature natin.
15. Cooperate with us. Kasi kung sabay sabay na, mag overload. Wala kaming hangarin dito para pahirapan kayo.

18. From a communications point of view, we need to ramp up testing to save lives.
19. We rely heavily on good science. The challenge is to ramp up testing to the levels where we can be comfortable enough to ease the restrictions.
20. In February, we had 3 labs. Now we have 20 labs. Our goal is to have 58 more laby May 30. Total of 78 strategically located in areas that can address future surges. We need to speed the accreditation of the labs.
21. If we look at Vietnam, January they had 3 labs. Now they have 112 laboratories. We can draw the experience from Vietnam. Germany has 120,000 tests per day. This is not cheap. Goes up to about PHP 5,000 per test. But this is necessary because the vaccine is not forthcoming soon.
22. Tutulungan natin si Mayor Beng Climaco ng Zamboanga dahil may upsurge ng cases.
23. Nagtayo rin tayo ng mga mega swabbing centers. Initiated by the Executive Secretary to call for volunteers. These will all be completed this week.

24. We brought 1,100 kits to Zamboanga. Laboratories are will cover the Zamboanga Peninsula and the entire BARMM.
25. Mayor Climaco sends her thanks to President Duterte.
26. 220,000 PPE will be brought to Davao. All supplies needed by Mindanao will be taken from Davao.

28. The responsibility of controlling COVID is not only a national responsibility. I function through my cabinet. Down the line, local governments function through DILG, through Secretary Año.

32. I do not have to lecture. I just have to remind people.
33. In the meantime, kindly, please, observe the mask and distance rule kung lalabas kayo. Huwag kayo magdikit dikit. The easiest way to transmit is kissing each other. If you want to transmit, go ahead but not everyone is you lover. 🤗
