Model Classroom na Walang Modelo

Sa halip na maging huwaran ng katapatan at inspirasyon, ang Model Classroom Program ng Supreme Secondary Learner Governement (SSLG) ay nauwi sa isang modelo ng kalituhan, kakulangan, at katahimikan.

Sa bawat programang ipinapakilala sa ating mga paaralan, inaasahan ng mga g**o at mag-aaral ang malinaw na proseso, patas na resulta, at higit sa lahat, transparency. Ngunit kamakailan lamang, tila kabaligtaran ang nangyari sa ipinagmamalaking Model Classroom Program ng SSLG. Ang proyektong ito, na dapat sana’y magsilbing gabay at inspirasyon para sa lahat ng organisasyon sa paaralan, ay nauwi sa kontrobersiya dahil sa kulang-kulang na evaluation, tahimik na resulta, at kakulangan sa malinaw na paliwanag.

Matapos ang awarding noong nakaraang buwan, maraming estudyante at g**o ang nagtanong: nasaan ang malinaw na resulta? Hindi upang kwestyunin ang nanalo, kundi upang makita kung saan pa sila maaaring mag-improve. Ngunit imbes na tugunan, nanatiling tikom ang bibig ng mga opisyal ng SSLG. Ito’y hindi lamang simpleng kapabayaan; ito’y direktang pagtapak sa prinsipyo ng pagiging modelo ng kabataan, ang pagiging bukas, tapat, at makatarungan.

Kung tutuusin, maliit na larawan lamang ito ng mas malaking isyu sa ating lipunan: ang kakulangan ng transparency sa pamahalaan. Ilang beses na bang nabulgar ang mga proyekto at pondong ipinagmamalaki ng mga opisyal, ngunit kulang sa malinaw na ulat at paliwanag? Kung ang SSLG na itinuturing na kinabukasan ng liderato ay hindi kayang maging tapat sa isang simpleng evaluation, paano pa kaya kung humarap sila sa mas mabibigat na responsibilidad sa hinaharap?

Hindi ito usapin ng simpleng scores o papel na resulta. Ito’y usapin ng credibility at integridad. Ang liderato, gaano man kaliit o kalaki, ay nasusukat hindi sa dami ng proyektong ipinapakita kundi sa katapatan sa proseso at pananagutan sa taong pinaglilingkuran. Ang kawalan ng malinaw na ulat mula sa unang evaluation ay nagsilbing sugat sa kredibilidad ng SSLG, isang sugat na maaari lamang gumaling kung sila’y maglalabas ng buong resulta at kikilalanin ang kakulangan ng kanilang sistema.

Ngayon na muling magsasagawa ng evaluation, ang pinakamahalagang tanong ay ito: matututo ba ang SSLG mula sa pagkakamali? O uulit lamang sa parehong sistema ng katahimikan at pagtatakip? Ang kanilang kasunod na hakbang ay magsisilbing sukatan kung sila nga ba ay karapat-dapat tawaging mga lider na modelo ng transparency at mabuting pamamahala.

Kung nais ng SSLG na patuloy silang pagkatiwalaan, dapat nilang tandaan: hindi sapat ang magkaroon ng programang “Model Classroom.” Ang tunay na modelo ay nakikita sa gawa, hindi sa titulo. At ang unang hakbang tungo rito ay ang paglalantad ng buong resulta dahil ang bawat paaralan, gaya ng bawat bansa, ay umuunlad lamang kung ang pamumuno ay bukas, tapat, at may pananagutan.

In legal systems, particularly in civil law jurisdictions like the Philippines, custom is recognized as a subsidiary source of law. According to Article 11 of the New Civil Code of the Philippines, custom will be given legal effect only when it is not contrary to law, public order, or public policy, and provided that it has been practiced continuously and uniformly for a long time and is accepted as binding by the community.

However, custom does not override written law. This means that if there is a conflict between a custom and a statute (law enacted by Congress), the statute prevails. Courts apply custom only when:

1. There is no applicable statute or judicial precedent, and
2. The custom does not violate any existing legal norms.

In short, custom can only fill in gaps in the law, but it cannot contradict or supersede the law. 👨‍⚖️

The criteria set for Project Ayos by the Supreme Secondary Learner Government (SSLG) are comprehensive and relevant, placing emphasis on maintaining a clean, orderly, and environmentally conscious school environment. The division of criteria into Physical (60%) and Area Assignment (40%) components promotes both indoor management and outdoor responsibility, which is commendable.

However, we respectfully raise a few important concerns for fair and effective implementation:

First, not all classrooms have equal access to outdoor space for the Area Assignment component, especially for the Gulayan criterion. While the guidelines attempt to distinguish between urban (limited space) and large vegetable gardens, the difference in available resources across classrooms or grade levels should be taken into serious consideration. This will ensure fairness among sections regardless of location.

Second, we strongly suggest that the school administration provides ample time for preparation before the official implementation of the criteria. Sudden implementation may result in rushed and superficial compliance rather than meaningful and sustainable improvement. Time to plan, gather materials, assign roles, and organize each classroom and area is essential to meet the goals of the project.

Lastly, we recommend that the actual date of evaluation should not be announced in advance. Unannounced evaluations will reflect the real, everyday state of the classroom and surroundings, encouraging consistency, sincerity, and continuous upkeep rather than one-time beautification efforts done solely for inspection.

We appreciate the initiative of the SSLG and school management in launching Project Ayos, and we believe that with thoughtful adjustments in implementation and evaluation, the project will be more inclusive, impactful, and truly aligned with the values of discipline, responsibility, and environmental care.
