On September 4 to 5, 2026, the Rover Scout Leaders had an intense and inspiring journey at the ๐๐ข๐ณ๐๐ฅ ๐๐๐๐๐๐ซ๐ฌ๐ก๐ข๐ฉ ๐๐๐ฆ๐ฉ, held at the ๐๐๐๐ฎ ๐๐๐ซ๐ค๐ฅ๐๐ง๐ ๐๐จ๐ญ๐๐ฅ, ๐๐๐๐ฎ ๐๐ข๐ญ๐ฒ.
Organized by the Cultural and Historical Affairs Commission (CHAC) and CHAOโwhose shared goal is to promote local heritage, cultivate civic pride, and inspire the youth through historical education, the scouts spent their day listening to insightful lectures from distinguished speakers:
๐๐๐ง ๐ผ๐๐ข๐๐ ๐. ๐พ๐ช๐๐ฏ๐ค๐ฃ, ๐๐๐๐ (CHAC Commissioner & KOR Cebu City Chapter Commander) delivered a lecture on โCebuโs Historical Heritage and Rizalโs Connection to the Visayas,โ teaching us how deeply rooted our local history is in the national narrative and how the Visayas region played a vital part in the national hero's life and journey.
๐๐๐ง ๐๐ค๐ข๐ช๐๐ก๐๐ค ๐ฝ. ๐๐๐ฃ๐๐ง๐๐ก๐๐ค, ๐๐๐พ๐ (Retired Professor, CNU) led a comprehensive discussion on โThe Life, Works, and Ideals of Dr. Jose Rizal,โ breaking down the core philosophies behind his writings and the enduring relevance of his character in modern society.
๐๐๐ง ๐๐๐ง๐ก๐ค๐ช๐๐ฏ๐ ๐. ๐๐๐ก๐ก๐๐ฃ๐ช๐๐ซ๐, ๐๐พ๐ (CHAC Commissioner & Usman Chapter Commander) spoke on โCritical Thinking and Responsible Citizenship in the Digital Age,โ reminding us of our duty to combat misinformation, think analytically, and act responsibly online as digital-age citizens.

๐ค๐๐ก ๐๐๐ง๐๐๐ฃ๐๐ง๐ (City Councilor of Cebu) shared practical lessons on โEthical Leadership and Public Service: Lessons from Rizal,โ highlighting integrity, accountability, and putting community welfare above personal interest.
๐ผ๐ฉ๐ฉ๐ฎ. ๐ฝ๐ง๐ฎ๐ฃ๐๐ง ๐. ๐ฟ๐๐๐ฏ (CHAC Division Chief) discussed the โFlag and Heraldic Code of the Philippines,โ emphasizing the legal and moral significance of properly respecting our national symbols and heritage.
๐๐๐ง ๐๐๐ช๐ก๐ค ๐๐๐ง๐ฉ๐๐ฃ ๐. ๐๐๐๐๐ง๐ค๐ฃ (Executive Director, Cebu City Local Youth Development Office) concluded with โFrom Rizalโs Vision to Action: Youth Leadership and Community Development,โ equipping our youth with actionable frameworks to transform historical inspiration into grassroots community projects.
๐๐๐ ๐ challenged our USJR-SHS Rover Scouts to move beyond passive learning and embrace critical thinking, ethical integrity, and civic responsibility. These lessons directly reinforce our core scouting pillars of service and leadership, giving us powerful insights to design more impactful community programs right here in Cebu City.
๐๐๐ ๐ Renewed commitment and formal pledge reminded our Rover Scout Leaders that true leadership requires accountability, civic duty, and continuous action. For our Rover Scouts, this experience successfully bridged historical inspiration with our core pillars of service and community development. We are taking these invaluable lessons back home, ready to turn Rizalโs vision into meaningful projects across Cebu City!
