𝗢𝗕𝗝𝗘𝗖𝗧𝗦 𝗢𝗙 𝗥𝗘𝗦𝗜𝗦𝗧𝗔𝗡𝗖𝗘: 𝗖𝗥𝗔𝗙𝗧 𝗔𝗦 𝗜𝗗𝗘𝗡𝗧𝗜𝗧𝗬

A woven textile, a handcrafted basket, a piece of embroidery, or a locally made product is never simply an object. In the hands of Filipino women and Indigenous artisans, craft becomes a living expression of identity, heritage, creativity, and livelihood. Stories shaped by communities and carried from one generation to the next.

In celebration of 𝐌𝐚𝐝𝐞-𝐢𝐧-𝐭𝐡𝐞-𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞𝐬 𝐏𝐫𝐨𝐝𝐮𝐜𝐭𝐬 𝐖𝐞𝐞𝐤, an observance established through 𝐏𝐫𝐨𝐜𝐥𝐚𝐦𝐚𝐭𝐢𝐨𝐧 𝐍𝐨. 𝟕𝟔, 𝐬. 𝟏𝟗𝟑𝟔 to encourage greater appreciation and patronage of Philippine-made goods, the Pampanga State University - Office of Culture and the Arts recognize the women makers and Indigenous artisans whose creativity continues to transform local materials and traditional knowledge into products that are distinctly Filipino.

Their work sustains more than craftsmanship. It helps preserve cultural practices, supports community livelihoods, strengthens the visibility of women in creative industries, and allows traditional skills to remain relevant in a changing world. Each locally made piece becomes a reminder that Filipino identity can be woven, carved, shaped, stitched, and carried through the things we create.

In this sense, craft becomes an object of resistance — not necessarily through protest, but through the continued choice to preserve, create, and pass on what is ours.

For seventeen years, the 𝐌𝐚𝐠𝐧𝐚 𝐂𝐚𝐫𝐭𝐚 𝐨𝐟 𝐖𝐨𝐦𝐞𝐧 has stood as a commitment to a society where women are not only protected, but empowered to participate, lead, create, and be heard.

In culture and the arts, this means making space for every woman’s story to be told, every creative voice to be valued, and every contribution to be recognized — whether through 𝑚𝑢𝑠𝑖𝑐, 𝑑𝑎𝑛𝑐𝑒, 𝑡ℎ𝑒𝑎𝑡𝑒𝑟, 𝑣𝑖𝑠𝑢𝑎𝑙 𝑎𝑟𝑡𝑠, 𝑙𝑖𝑡𝑒𝑟𝑎𝑡𝑢𝑟𝑒, ℎ𝑒𝑟𝑖𝑡𝑎𝑔𝑒, or the many forms through which culture lives and evolves.

The Pampanga State University - Office of Culture and the Arts joins the nation in commemorating the 𝟏𝟕𝐭𝐡 𝐚𝐧𝐧𝐢𝐯𝐞𝐫𝐬𝐚𝐫𝐲 𝐨𝐟 𝐑𝐞𝐩𝐮𝐛𝐥𝐢𝐜 𝐀𝐜𝐭 𝐍𝐨. 𝟗𝟕𝟏𝟎, reaffirming that the arts must remain a space where women can 𝐜𝐫𝐞𝐚𝐭𝐞 𝐟𝐫𝐞𝐞𝐥𝐲, 𝐥𝐞𝐚𝐝 𝐜𝐨𝐧𝐟𝐢𝐝𝐞𝐧𝐭𝐥𝐲, 𝐛𝐞 𝐫𝐞𝐩𝐫𝐞𝐬𝐞𝐧𝐭𝐞𝐝 𝐟𝐚𝐢𝐫𝐥𝐲, 𝐚𝐧𝐝 𝐛𝐞 𝐡𝐞𝐚𝐫𝐝 𝐟𝐮𝐥𝐥𝐲.

Every young person — regardless of faith, culture, ability, or identity — deserves to speak, participate, and be heard.

Observed every 𝟏𝟐 𝐀𝐮𝐠𝐮𝐬𝐭 through 𝐔𝐍 𝐆𝐞𝐧𝐞𝐫𝐚𝐥 𝐀𝐬𝐬𝐞𝐦𝐛𝐥𝐲 𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧 𝟓𝟒/𝟏𝟐𝟎, International Youth Day affirms the power and participation of young people. In the Philippines, this is echoed by 𝐑𝐞𝐩𝐮𝐛𝐥𝐢𝐜 𝐀𝐜𝐭 𝐍𝐨. 𝟖𝟎𝟒𝟒, 𝐭𝐡𝐞 𝐘𝐨𝐮𝐭𝐡 𝐢𝐧 𝐍𝐚𝐭𝐢𝐨𝐧-𝐁𝐮𝐢𝐥𝐝𝐢𝐧𝐠 𝐀𝐜𝐭, which recognizes the youth as vital partners in nation-building.

The hijab, salakot, and crutches symbolize the many identities and lived experiences carried by today’s youth, different stories, but voices of equal worth.

𝐃𝐢𝐟𝐟𝐞𝐫𝐞𝐧𝐭 𝐞𝐱𝐩𝐞𝐫𝐢𝐞𝐧𝐜𝐞𝐬. 𝐒𝐡𝐚𝐫𝐞𝐝 𝐜𝐨𝐮𝐫𝐚𝐠𝐞. 𝐎𝐧𝐞 𝐜𝐨𝐥𝐥𝐞𝐜𝐭𝐢𝐯𝐞 𝐯𝐨𝐢𝐜𝐞 𝐫𝐢𝐬𝐢𝐧𝐠 𝐭𝐨𝐠𝐞𝐭𝐡𝐞𝐫.

Because our differences do not weaken our voices, they give them greater meaning.

Kayang maging tahanan ng Wikang Filipino ang iba’t ibang kuwento, damdamin, identidad, at karanasan. Sa awit, tula, dula, pelikula, at iba pang anyo ng sining, maaari itong maging 𝗹𝗶𝗴𝘁𝗮𝘀 𝗻𝗮 𝗽𝘂𝘄𝗮𝗻𝗴 kung saan walang kailangang maliitin, ikahon, o patahimikin para lamang mapabilang.

Ngayong 𝐁𝐮𝐰𝐚𝐧 𝐧𝐠 𝐖𝐢𝐤𝐚𝐧𝐠 𝐏𝐚𝐦𝐛𝐚𝐧𝐬𝐚 𝟐𝟎𝟐𝟔, na ipinagdiriwang alinsunod sa 𝐏𝐫𝐨𝐤𝐥𝐚𝐦𝐚𝐬𝐲𝐨𝐧 𝐁𝐥𝐠. 𝟏𝟎𝟒𝟏, 𝐬. 𝟏𝟗𝟗𝟕, gamitin natin ang wika upang mas makinig, mas umunawa, at mas magbigay-puwang sa bawat isa — anuman ang kasarian, pagkakakilanlan, o pinagmulan.

This August 7, 2026, the Pampanga State University – Office of Culture and the Arts proudly joins the University’s continuing GADvocacy in promoting equality, inclusion, dignity, and respect.

Like points of light drawn together with purpose, the different clusters of culture and the arts reflect a community that is diverse in expression yet united in vision. Each identity, voice, and story forms part of a greater whole... connected by shared values and strengthened through solidarity.

As Orange-It Day reminds us, advocacy becomes more meaningful when it is deeply rooted in our spaces, our practices, and the communities we help shape. Through culture and the arts, may we continue to create environments where every person is seen, heard, respected, and empowered.

Together, let us remain connected in purpose and grounded in our commitment to a more inclusive and VAW-free future.

Ang bawat awit ay nagsisimula sa isang tunog — ngunit nagiging makabuluhan lamang ito kapag pinagsasaluhan.

Ngayong Linggo ng Musikang Pilipino, na ipinagdiriwang alinsunod sa Proklamasyon Blg. 933, kinikilala natin ang kapangyarihan ng musika na maglapit ng mga tao, magbukas ng espasyo para sa iba’t ibang karanasan, at magbigay-halaga sa mga kuwentong bumubuo sa ating pagkakakilanlan bilang isang bayan.

Sa kabila ng pagkakaiba ng lugar, henerasyon, estilo, at paraan ng pagpapahayag, nananatiling buhay ang musikang Pilipino dahil patuloy natin itong pinakikinggan, nililikha, at ipinapamana.

Nawa’y magsilbing paalala ang bawat himig na higit na yumayabong ang ating kultura kapag ang lahat ay malayang nakikilahok at sama-samang tumutugtog.

Sa malawak na multiverse ng OPM, walang iisang hulma ang pagiging musikero, walang iisang tinig ang dapat mangibabaw, at walang artistang dapat manatili lamang sa gilid ng entablado.

Mula sa lambing ng ballad at lalim ng Kundiman, sa alab ng rock, talas ng rap, indak ng R&B, sigla ng P-Pop, hanggang sa mga tunog na nagmumula sa ating mga katutubo, pamayanan, at sari-saring tradisyon, bawat genre ay isang makulay na hibla sa patuloy na hinahabing sining at kulturang Pilipino.

Ngayong 𝐋𝐢𝐧𝐠𝐠𝐨 𝐧𝐠 𝐌𝐮𝐬𝐢𝐤𝐚𝐧𝐠 𝐏𝐢𝐥𝐢𝐩𝐢𝐧𝐨, na taunang ipinagdiriwang tuwing huling linggo ng Hulyo alinsunod sa 𝐏𝐫𝐨𝐜𝐥𝐚𝐦𝐚𝐭𝐢𝐨𝐧 𝐍𝐨. 𝟗𝟑𝟑, itinataas natin ang telon para sa isang mas malawak, pantay, at inklusibong pagtatanghal ng ating musika.

Sa lente ng 𝐆𝐞𝐧𝐝𝐞𝐫 𝐚𝐧𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭, kinikilala natin na ang talento, paglikha, at pagganap ay hindi nasusukat sa kasarian, identidad, anyo, edad, pinagmulan, o paraan ng pagpapahayag. Ang entablado ay hindi para sa iilan lamang, ito ay espasyong dapat ligtas, malaya, at bukas para sa lahat.

Some lights guide the way. Some voices challenge barriers. And some individuals transform their experiences into pathways toward a more inclusive future.

From 𝐉𝐮𝐥𝐲 𝟕 𝐭𝐨 𝟐𝟑, 𝟐𝟎𝟐𝟔, in accordance with 𝐏𝐫𝐨𝐜𝐥𝐚𝐦𝐚𝐭𝐢𝐨𝐧 𝐍𝐨. 𝟓𝟗𝟕, 𝐬. 𝟏𝟗𝟕𝟒, the nation observes 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐃𝐢𝐬𝐚𝐛𝐢𝐥𝐢𝐭𝐲 𝐑𝐢𝐠𝐡𝐭𝐬 𝐖𝐞𝐞𝐤 under the theme, “𝐑𝐢𝐠𝐡𝐭𝐬 𝐅𝐢𝐫𝐬𝐭, 𝐋𝐞𝐠𝐢𝐬𝐥𝐚𝐭𝐢𝐨𝐧 𝐅𝐨𝐫𝐰𝐚𝐫𝐝: 𝐒𝐭𝐫𝐚𝐭𝐞𝐠𝐢𝐜 𝐀𝐜𝐭𝐢𝐨𝐧 𝐟𝐨𝐫 𝐄𝐪𝐮𝐚𝐥 𝐏𝐚𝐫𝐭𝐢𝐜𝐢𝐩𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐈𝐧𝐜𝐥𝐮𝐬𝐢𝐯𝐞 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭.”

In this spirit, the Office of Culture and the Arts recognizes persons with disabilities whose creativity, leadership, and contributions continue to enrich communities and redefine meaningful participation. Through music, dance, theater, painting, literature, and digital creativity, they show that inclusion is more than access. It means protecting rights, removing barriers, and creating opportunities for every person to express, perform, communicate, and lead with dignity. Assistive devices and accessible technologies help open spaces where talents can flourish, stories can be shared, and voices can be heard.

With rights protected, access strengthened, and inclusion embraced, persons with disabilities can lead, create, inspire, and illuminate the path toward a more equitable society.

They are not simply recipients of change.

Some art is seen. Some is heard. And some has always been present, waiting to be recognized.

Every second week of July, the nation observes 𝐂𝐮𝐥𝐭𝐮𝐫𝐚𝐥 𝐂𝐨𝐦𝐦𝐮𝐧𝐢𝐭𝐢𝐞𝐬 𝐖𝐞𝐞𝐤 pursuant to 𝐏𝐫𝐨𝐜𝐥𝐚𝐦𝐚𝐭𝐢𝐨𝐧 𝐍𝐨. 𝟐𝟓𝟎, 𝐬. 𝟏𝟗𝟖𝟖, honoring the people, traditions, and creative expressions that continue to shape the country’s cultural identity.

In this spirit, the Office of Culture and the Arts recognizes Filipino artists, cultural bearers, artisans, performers, and communities whose contributions often remain beyond the spotlight.

In every woven pattern, handcrafted form, rhythm, movement, color, and story lives a voice that refuses to disappear. The artistry of women, LGBTQ+ Community, Indigenous Peoples, and other marginalized or overlooked communities shows how culture can transform silence into expression and invisibility into presence.

Their creativity is not merely part of the background. It carries memory, identity, resistance, and hope. It reminds us that the soul of the Filipino nation is shaped not only by the voices we often hear, but also by those we have yet to fully see.

They may remain hidden from view, but through culture and the arts, their voices become loud.
