Over the past week, there has been considerable discussion, criticism and, unfortunately, misinformation regarding ACPOSL’s implementation of Public Performance Licensing for events held at hotels and other commercial venues.
We understand that whenever a new system is introduced, particularly one that has not been properly implemented in Sri Lanka for many years, there will be questions, concerns and resistance. We have listened carefully to those concerns.
Following our discussions with the Event Management Association of Sri Lanka and the Ceylon Disc Jockeys Association, the Board of Directors of ACPOSL has decided to revise certain aspects of the current licensing mechanism and, at this stage, to waive certain categories of licence fees.
The details of these amendments will be officially announced through our press release tomorrow.
However, one matter needs to be made absolutely clear.
ACPOSL HAS NOT WITHDRAWN ITS PUBLIC PERFORMANCE LICENSING INITIATIVE.
It is disappointing to see certain individuals publishing videos and social-media posts claiming that ACPOSL has “backed down”, “withdrawn” or changed its position because of pressure created by them.
That is simply not the case.
Adjusting a system after listening to legitimate industry stakeholders is not a weakness. It is responsible administration.
Our discussions were specifically with the Event Management Association of Sri Lanka and the Ceylon Disc Jockeys Association, because these organisations represent sectors that directly engage with corporate, private and event-related music usage. Their practical feedback was taken into consideration when reviewing how the licensing mechanism should operate.
ACPOSL has not negotiated these amendments with any individual person, individual company, social-media personality or pressure group.
Therefore, attempts by individuals to claim personal credit for ACPOSL’s decisions are unnecessary and misleading.
ACPOSL exists to administer and protect the rights entrusted to us by our authors, composers and publishers. That responsibility has not changed, and we are not withdrawing from it.
At the same time, protecting creators’ rights does not mean that we should refuse to listen to the industries that use their creations. A sustainable copyright system requires dialogue between rights holders and music users.
We will listen.
We will consult.
We will make practical adjustments where appropriate.
But we will not abandon the rights of creators.
The revised position and the categories affected will be clearly communicated through ACPOSL’s official press release tomorrow. Until then, we respectfully request everyone to refrain from spreading assumptions or presenting unofficial interpretations as decisions of ACPOSL.
Please wait for the official announcement.
The objective remains unchanged: to establish a fair, practical and sustainable system in Sri Lanka where music can continue to support businesses, events and entertainment — while the people who create that music are properly recognized and respected
