On Tuesday and Wednesday, RETRAK participated in a stakeholder engagement on three important Bills currently under consideration stage.
1. The Kenya Economic Zones Bill (National Assembly Bill No. 46 of 2026)
2. The Legal Metrology Bill (National Assembly Bill No. 43 of 2026)
3. The Trade Description (Amendment) Bill (National Assembly Bill No. 42 of 2026)
The engagement provided an important platform for stakeholders to review the proposed legislation, share perspectives, and provide recommendations aimed at ensuring that the Bills are well aligned with the Constitution of Kenya, promote clarity in the regulatory framework, and foster harmony and effective coordination between the national and county governments.
During the discussions on the Legal Metrology Bill, RETRAK also proposed the adoption of risk-based approach to ensure that regulatory requirements are proportionate to the level of risk, while supporting efficiency and reducing unnecessary compliance burdens on businesses.
RETRAK remains committed to meaningful participation in policy and legislative processes that impact our members and the wider retail sector. We continue to advocate for practical, predictable and business-friendly regulation that supports trade, investment and sustainable economic growth.

Yesterday, the RETRAK team, together with a member representative, met with the KRA team to discuss key issues affecting retailers and explore ways to strengthen collaboration.

The discussions focused on eTIMS challenges, improving communication and engagement with RETRAK members, setting up the Technical Committee, and rolling out *Ushuru Mashinani* tax education initiatives for SMEs and traders.

Both teams agreed on key action points and the next steps to ensure continued collaboration and practical support for the retail sector.

Today, the RETRAK team honored a warm invitation from the High Commission of Sri Lanka in Nairobi, opening up powerful new avenues for cross-border collaboration. During our briefing, the High Commission highlighted the upcoming Multilateral Trade Expo taking place in Colombo, Sri Lanka (Jan 14–17)—a major global platform designed to connect retail executives, buyers, and business leaders with international manufacturers, direct suppliers, and new supply chain routes across South Asia.

Introducing RETRAK’s Weekly Policy Digest | Issue 01
The policy and regulatory environment affecting retail is constantly evolving, and staying ahead of those changes matters.

RETRAK’s Weekly Policy Digest is a new weekly series designed to keep the retail sector informed on the legislative and regulatory developments that matter to business. Each edition will bring together key policy developments, current affairs affecting retail, emerging regulatory risks and opportunities for stakeholder engagement: with a focus on what is changing, why it matters, and what the retail sector should be watching next.

In our inaugural edition, we look at the Kenya Economic Zones Bill, 2026, a proposed overhaul of Kenya’s economic zones framework. The Bill introduces significant changes to the institutional structure, fiscal incentives, domestic market access, county-level licensing and supply-chain operations. These developments could have important implications for retailers, manufacturers, logistics operators and other players across the retail ecosystem.
