The right height: Most people mistakenly believe that pictures should be hung at eye level. But whose eye? A 6'0" man or a 5'4" woman? A better way is by relating it to the furniture below it. A good rule of thumb is to hang a picture so that the bottom is 12-15" above a sofa back or 8-10" below the door height. Higher than that and it becomes disconnected from the furniture and makes the room look out of balance.

Dealing with Low Celing Ht.:
Lighter ceilings help encourage the illusion of higher ceilings. One should paint the ceiling in same or a shade lighter to the wall paint. Another trick: paint the few inches of ceiling surrounding the walls the same color as the walls to give the illusion of taller walls. Darker floors, in combination with a light ceiling will also make ceilings appear higher.
